Can this be done on a Kimber with non adjustable sights? It shoots about 2 inches to the left at about 25 feet away. It looks like there is a small allen screw or roll pin in the top of the rear sight.

Yes the sight can be drifted to adjust the windage. However before doing so you may want to have a couple other good shooters try the gun to insure it's not  just you.

Ill make a few more trips to the range before I adjust anything. Can this be done with a punch without tearing anything up or should I get a sight tool?

Kimber has been known for having an excessively tight fit on their sights, though I replaced the ones on my Custom II with a brass punch and a hammer.

law of similar triangles, a pencil, a drift non marning, and a hammer, allen wrench as well.

I'd also try a different brand / bullet weight ammo before moving sights.

Blazer Brass and WWB both shoot to the left. I tried loosening the allen screw in the rear site but it is crazy tight. It feel like something is going to break before it loosens. Anyone dealt with this before?

It's got Loctite on it ... take a ( preferably pointed ) soldering iron and heat the screw up some ... You only need to back it up a few turns.

Finally got it done. Borrowed a brass punch. Couple of taps. It shoots dead center now. Thanks for all the help.
