Hi, this is my first post so please be gentle..

I was about to purchase a stripped DPMS lower when I realized that I only bought my Glock 2 weeks ago. In Virginia we are only able to purchase 1 handgun every 30 days unless you are a concealed weapons permit holder.

My question is this: Does this limit apply to my ar-15 lower receiver as well? and am I still excluded from the rule because I have my CWP? Will I have any problems when the paperwork is submitted being that I just bought a handgun 2 weeks ago?

While I don't know Virgina law, your lowers aren't pistols (unless you purchased pistol marked lowers for an AR pistol build) and even if they were, you would be excluded given your possession of your CWP.

An AR-15 receiver is NOT a handgun unless the receiver is clearly marked as such - your 4473 will also be processed with it as a handgun. So you're safe purchasing an AR-15 rifle receiver within 30 days of a handgun purchase even without a CHP (I'm making the CHP distinction as up until 1995, VA had a CWP - they converted to a CHP as a compromise when they went to shall issue).

In addition, starting a while back (somewhat over a year ago) VA now allows CHP holders to purchase more than one handgun per month (and others I think are REQUIRED to purchase one a month - at least that's how I interpret it Slightly off-topic, but wanted to clear up a possible tangent to the above - I've had dealers tell me they can process the 4473 as a pistol and make your rifle receiver a pistol - do NOT go along with this as ATF views this in the "once a rifle, always a rifle" interpretation. Even if the receiver has never been assembled into a complete rifle, if it was registered by the manufacturer as a rifle receiver it's hereafter a rifle receiver.
