Based on a local dealer's description the main difference between these two is the trigger job on the TLE.
Since the TLE runs about $200 more then the standard Customer II, is it worth the extra $$$?

The TLE has a nice checkered frontstrap and nightsights. The regular Custom II does not.

Kimber's 2003 catalog does list a Custom II with the Mepro sights. My Custom II came with them but I couldn't tell you the price since it was a Christmas present.
