If I linked two railed 1911 together using a foot-long bracket attached to the rails, kinda like a SxS shotgun, would that be considered a forward handgrip per Federal law?

try using one g21, you can get 13 shots instead of the combined 14 with 2 guns strapped together.

reminds me of what Barnhart did back in the day before high 1911s were invented. He would weld 2 1911 frames together for a high cap frame.
