The "Tactical" came at least a year before the TLEII and all the others that featured the new external extractor right? Then how come I only see complaints about the External extractor dealing primarily with the TLEII and the latest CustomII series? What gives?

I've seen the same extractor complaints from custom II, pro carry, ultra and raptor owners as well as the TLE II and TLE/RL II.  I also have noticed a trend in Kimber replacing entire slides during warranty repair for extractor issues with the internal extractor design
