I am going to my local range's indoor building, and they restrict what we shoot to be non jacketed and less than 900 fps.

What the hell am I able to shoot that is that slow and non jacketed through my .45 or 9mm?

Cast bullets. I use a Lee 230gr RN cast bullet over 700-X in my .45; I think it gets around 800fps. Reliability and accuracy are good for practice ammo, and cost per loaded round is about ten cents.

I guess you don't reload?
Any 45 230 gr lead bullet should be sub 900.  9mm will be the 147 lead, might be a little over 900.  
Where are you going to find them, I have no idea.    Most big metro areas have at least one commercial ammo re manufacturing place, check there.

I've been through about 70pnrounds of various PBRammo (parabellum research ammo) they seem to have what they are doing down well.

That's quite the range restriction.

Yes it is.  The indoor range is actually across town and I never use it, but I have to go to do training to be an RSO.

The outdoor range that I always use is about 2 miles down the road so I'm good to go.
