I just got a new p22 and I'm confused about the safety. The gun will dry fire with the safety on or off.

Is that normal?

The way the P22 is set up, it's perfectly normal.  The safety on the P22 is nothing more than a little bar that when disengaged, allows the hammer to hit the striker.  When the safety is on, it prevents the hammer from hitting anything but that little bar.  

Pull back the hammer on your P22.  Now, look between the hammer and the rest of the gun.  You should see a little bar that is attached at both ends to the safety switch.  You should also see a little round black dot.  The gun fires when the hammer hits that dot.  Flipping the safety back and forth and you will see what I mean with that bar popping up to block it from connecting.
