Is it possible to have a blued handgun refinished in stainless?  I found a handgun that was originally blue that was supposed to be refinished in "stainless".  It doesn't look shiny, so I'm thinking maybe it's really a nickel finish, or something similar.

No. The materials in the steel are what make it Stainless.  I think it has to have around 12% chromium or some other element to be considered Stainless Steel. You can have them Nickel or Hard Chrome plated though if you want the shiny/stainless look.
