I have a stainless springer 1911, it has some rust forming in the cocking serrations,  I tried some clp and a qtip and didnt get far.  Anyone have some advice to get this out and keep it out?

Kroil and a stiff old toothbrush.

Try a wheel polish. I had an old S&W revolver that had some rusting under the grip.

And use a toothbrush or some other stiff plastic/nylon brush.

Soak liberally in BreakFree CLP for a couple of days, then use a toothpick to clean them out.

^^ This works great for light surface rust...be gentle, but not too gentle.
