I have a 686-4 with a partridge style front sight. I am looking at replacing it with something that glows and I've noticed how most of the sights out there are not drilled for the tiny cross pin. How hard is it to drill the hole in the sight? I have a drill press as well as a tiny hobby hand drill. Is it something I should pay a gunsmith to do?

It is not hard to do at all, if you have the tools.

I used this video to change out the front sight on my Ruger SP101:

Although not specifically a 686-4, the concept should be similar.

I advise positioning the new sight in the barrel slot, then use the drill BY HAND in a pin vise to mark the sight where the hole needs to be.

Then drill the sight OUT of the barrel.  
While drilling while in the barrel tends to guide the drill, it's often just too easy to drill off and ruin the barrel.
You can replace a botched blade a lot cheaper then you can replace a barrel.
