Do I need to go through an FFL if I'm sending a hand gun from OR to a gunsmith in CA?

No. Individuals are allowed to ship right to manufacturers and repair facilities although you must use a private carrier like UPS(Do not take a handgun to the US Post Office for any reason unless you are an FFL). Be prepared, UPS requires overnight delivery and that can be pricey. I've paid as much as 45 dollars to ship a gun from one side of the country to the other overnight.

I sold a handgun on Gunbroker last week. I shipped it overnight with UPS and the charge was $49.00. Also, the UPS guy said he needed to see the FFL copy where the gun was going. Of course I did not have it with me, but he trusted me so he allowed me to ship it. He said it was UPS policy now if you ship a handgun to any place other than the manufacturer that you had to provide UPS with a copy of the FFL where the gun was being shipped. The last time I shipped a handgun was in August of 2005 when I sent my Glock back to the factory. That cost me $38.00.

Not really.

but as some other have found out, some carriers will give you grief and or their policies may not permit them to do so.

all you can do is try.  Make sure your gun is unloaded (duh) and be prepared to have them inspect it.  if possible have the smith fax/email you a copy of thier FFL so you have some evidence on where its going.
