Bonded core ammo is designed to penetrate barriers like windshields without jacket separation and greater retained weight/mass.  Some of this ammo is marketed as LE only some not.  Speer gold dot, Federal HST and WW trophy bonded are some of the bonded type bullets in use.  Two critical issues in bullet penetration is bullet construction and energy impacting the same material.  A lighter bullet of the bonded construction may penetrate deeper than a heavier bonded bullet if the lighter bullet has the highest energy.  If the projectiles are constructed in the same manner (bonded core) generally the bullet with the greatest energy will penetrate the most.  Sometimes this penetration is desirable, LEO around vehicles but the extra penetration may not be desirable for home defense in  thin walled apartment.

Speaking of the bold/red:

Is there actually any ammo that only LEO can have, and Joe Schmo's legally can't?  Or is it all manufacturer policy?  I know Winchester won't sell the Ranger ammo I have directly to the public, but you can buy it at pretty much any ammo distributor, legally.

Winchester PDX1 165gr is what I chose for a  defense load in my 4th Gen G23. Not only is the terminal performance of this round right up there near the top in .40 cal (FBI chose it) , it's also the most accurate load I've shot in this gun and shoots to true POA. I chrono'd it and a got 5 rnd average of 1126fps at 10 ft with 12fps standard deviation.   Bad medicine...
