Once again, Madigan subbed out some committee members.   On votes of 12 to 6, both amendments were approved.

Time to contact your reps.  Since the bill was already at second reading it could be called to floor as early as today.

SB 1966 (HFA 0002)
In the amendatory changes to the State Finance Act, eliminates the School-Based Mental Health Services Fund and provides that moneys in the Mental Health Reporting Fund may be used for reporting prohibitors to the National Instant Criminal Background Check System (NICS). Provides that any surplus moneys in the Fund shall be used as follows: (1) 50% shall be used to fund community-based mental health programs aimed at reducing gun violence, community integration and education, or mental health awareness and prevention, including administrative costs; and (2) 50% shall be used to award grants that use and promote the National School Mental Health Curriculum model for school-based mental health support, integration, and services. In the amendatory changes to the Firearm Owners Identification Card Act, provides that a live scan fingerprint vendor may not charge more than $30 per set of fingerprints. Reduces the application and renewal fees for Firearm Owner's Identification Cards from $50 to $20. Changes the amounts of the distribution of fees for applications for Firearm Owner's Identification Cards to various funds

Not sure as they are playing so many games with this bill.   I would assume if passed the House it would take at least a day to send back to the Senate and get put on calendar.

I filed witness slips against this garbage, and emailed both state senator and state rep today.

I hope it does some good.

I believe the senator of my district is on our side, but I'm not sure of the rep as he's somewhat new to the job.

My Reps office just took my message with no comment on their position.   No surprise as I've had prior calls where the person answering the phone did not know of the bill position. I do know they are firmly in Madigans pocket with no hope of a NO vote.   I have more hope for my Senator.

So far today the House has been debating SB0025, the abortion bill, so as long as it keeps them busy it gives us more time to get calls in.  They only need 60 votes and they have 74 D and 44 R so I expect it will be close.   Going to need downstate Dems to come through!

edit: 8 PM and the House is still in session debating bills.   SB1966 has not been called yet.   Perhaps it wont be called today.   Maybe a good sign Willis still does not have the needed votes!  Continue to contact your Reps.

Illinois House approves some of the nation’s most onerous regulations for gun owners
Illinois State Rifle Association vows to fight legislation in court if it passes

Chatsworth, IL – Exercising Constitutional rights in America should not cost money, but under new legislation approved in the Illinois House today the cost of gun ownership in Illinois will dramatically increase.

The House approved Senate Bill 1966 62-52. The legislation would substantially the increase cost of a FOID card and complicate the process by mandating fingerprinting as a requirement to obtain/renew a FOID card with a maximum cost of $30 for the service. The legislation also raises the FOID card renewals to $20 every 5 years (currently $10 for a 10-year license). Finally, it also requires private firearm sales/transfers go through a licensed dealer.

“This legislation is an affront to every gun owner in this state,” said Richard Pearson, executive director of the Illinois State Rifle Association. “You should not have to pay money to exercise your Constitutional rights. We have a guaranteed right to own a firearm under the Constitution, but here in Illinois to exercise that right, you must jump through all kinds of hoops and pay all kinds of money to the state. There are few things you can count on in life, but one of them is that Illinois State Rifle Association will keep fighting this in the Legislature and will be challenging this terrible legislation in court should it be signed into law.”

The FOID card law makes this the perfect gun surrender law.  Illinois does not have to confiscate anything.  When ISP does not renew your FOID, you have to transfer your guns to someone which requires a $10 transfer fee through your local dealer who will not do it, so your only choice is to surrender to ISP.  ISP is not required to give them back.  Sue them, go ahead!

I really wonder, will ISRA really fight this in court?

Pay big money and be fingerprinted like a common criminal to exercise your constitutional rights.
Their goal is to confiscate firearms from what will be formally law-abiding folks; no doubt about it.
If this passes the Senate and is signed by the gov., there will be many who will refuse to pay, and refuse to be fingerprinted, and therefore be in possession of firearms w/o a FOID card.

The best thing we can hope for is it to not pass the Senate, or for the FOID itself to be held in the courts as not allowable.

Of course, those criminals causing all the problems on the south and west sides of Chicago, won't be fingerprinted.  Most are never even caught, and since they've never been "registered" per se, (have a FOID card), no police agency is ever going to come looking for their firearms.

All the advice I can give is; if you're ever wanted a certain firearm/firearms, you'd better get going on purchasing before any of this stuff, like the dealer licensing costs, or potentially this legislation, starts being implemented, or you may have regrets the rest of your life.  Unless of course, you move to a "free state".

On that note, our circuit has always been somewhat more 2a friendly than I would have expected and I think the makeup has only been improving in our favor.

So basically, Trump has replaced 2 Clinton appointees, 1 G.W. Bush and 1 Reagan judge and most of his picks are recommended by the Federalist Society.

There was a Senate Judiciary Hearing yesterday but the bill was not called, the amendments were "held in committee".

Today there was a Senate Judiciary Hearing without SB1966 being considered.

The bill will remain held in this committee, and the spring legislative session will end at Midnight without passage of this bill in the Illinois Senate.

My gripe about this is the piss-poor messaging on our side.

We heard a lot about 1000% cost increases and fingerprints.

Know what didn't get talked about a lot? The elimination of private transfers.

Along with our now-in-effect gun dealer licensing, this IS registration folks. We all know where that leads.

Barely a peep about the most onerous provision in the entire bill. What a crock.

The Senate stands adjourned until 10/28/2019 @ 12:00 Noon or until the call of Senate president.

No action was taken on SB1966.

For the fall session they will need to change the bill effective date or pass with supermajority votes (36 in Sen).  The bill remains callable until the end of this General Assembly next year but without votes as written, we could also see additional amendments or a new bill submitted.

Gun licensing bill fails, supporters vow to bring it back

..."A major gun licensing reform bill will not make it out of the Illinois legislature this session.

Backers of the Fix the FOID act, which was largely a response to a mass shooting in Aurora in February, have vowed to bring back the measure for another try.

Proponents say the bill is needed to strengthen background checks for gun owners and provide more funding to better enforce existing laws that bar dangerous people from possessing weapons.

The measure, which would have increased fees for gun licenses and required all applicants be fingerprinted, won House approval earlier this week despite opposition from lawmakers who said it infringed on Second Amendment rights. But legislators told the Tribune on Friday that the bill would not be called for a vote in the Illinois Senate.

The failure of the bill that was prompted by one mass shooting happened to occur on the day of another mass shooting, this one in Virginia Beach, Va., where local authorities said 11 people were killed Friday.

The February mass shooting in Aurora by a revoked Illinois license holder who should never have been able to purchase the handgun he used to kill five people became a rallying cry for supporters who wanted to close loopholes in the law.

But the legislation faced strong opposition, with detractors calling the proposed new regulations among the most onerous in the nation and an infringement on their constitutional rights.

The bill was debated for three hours in the House, with Downstate and suburban Republican lawmakers challenging the need to fingerprint or raise fees on lawful gun owners.

On Friday, Democrat Julie Morrison, the Senate sponsor of the bill, spoke strongly in support of it but said she ran out of time to explain to fellow senators the significant changes it proposed.

I feel confident that it is going to become law, Morrison said. Its just not going to become law May 31.

Kathleen Sances, president of the Gun Violence Prevention PAC, which was involved in drafting the legislation, is holding out hope the proposal will come for a vote before the Senate at a later date.

Were really thrilled that we were able to get the bill out of the House, and I really have to give credit to Rep. (Kathleen) Willis, Sances said of the bills House sponsor. We ran out of time in the Senate. So moving forward well just be talking with both chambers and well see what we can do to get enough votes to pass it in the Senate.

Morrison said the legislation could be taken up in November during the veto session."...

And just for information in case anyone decides to submit prints with their CCL application or renewal, Accurate Biometrics filed witness slips in support of SB1966.   This would probably have been a positive for them as a business but they still chose to go against the pro 2A community.   Something to think about as you choose your print vendor.

And just for information in case anyone decides to submit prints with their CCL application or renewal, Accurate Biometrics filed witness slips in support of SB1966.   This would probably have been a positive for them as a business but they still chose to go against the pro 2A community.   Something to think about as you choose your print vendor.

I think we should get this info out to at least GD, maybe get someone to write a few articles on it. This kind of behavior, trying to sell out rights to increase your bottom line, should never be viewed as acceptable no matter what line of business you are in and I hope we can increase awareness and hurt them in the pocketbook.

The Senate stands adjourned until 10/28/2019 @ 12:00 Noon or until the call of the President.

SB1966 remains in Senate for concurrence and did not get called.   We will probably see new amendments or a new bill later in the year at fall veto session which will need a supermajority vote or next spring with a simple majority vote.

Again, thanks for your work in filing witness slips and contacting your Senators / Representatives.

We have learned that the Kathleen Willis FOID Card Bill (SB1966) is scheduled to be voted on in one of the upcoming Veto Sessions. The first Veto Session is scheduled for October 28, 29, and 30.  The second Veto Session is scheduled for November 12, 13 and 14.  There is enough time before either session for things to change, but there is very little time to get ready should the vote come in one of these sessions.

I encourage all firearm owners to attend every possible townhall meeting you possibly can this summer, fall and winter.  The same is true for every gun club meeting, gun show and wherever gun owners gather.  The fact is the fight is on and the anti-gunners are out for blood. In a Town Hall meeting held on Tuesday Senator Julie Morrison (D-Deerfield) was even willing to use the word “confiscation”. See Video

Talk about SB1966 everywhere you can to everyone you can.  Various segments of gun owners used to sit back because they didn’t think these proposed laws pertained to them.  Some just thought they would be quiet and slip under the radar. I never understood how they were going to do that but that was their attitude.

It is clear, that no law-abiding gun owner, of any kind, is left out.  Bills like SB19666, The Ammo Tax Bill and the lead shot ban resolution should make it clear that no one is left out.

The antigun side is well organized and financed. Micheal Bloomberg and others are pouring hundreds of millions of dollars into the fight against the Second Amendment. The only way we’re going to win this fight is to stay organized and stay together.  There are nearly 2,300,000 FOID Card holders in Illinois and at last count there were only 25,858 Illinois State Rifle Association members, just barely over one percent.

This is not only an Illinois problem this is everywhere.  One of my Thursday Bulletins was sent to Tennessee to the friend of a member. That person showed it to a very Pro-gun Mayor and he had it printed in the local newspaper.  In Virginia, the Governor, Ralph Northam, is pushing for more gun control because of the shooting of a woman Killed in a Gun Free Zone.  It seems to me gun control is what killed her. She had no choice but to be defenseless.

He's sure of s**t. He's simply playing games and making it appear as if he truly was in the know and the bill would seemingly pass. So to all the peons, it instills fear and compliance. But to me, it isn't up to him, it's up to a Senate vote....which is always subject to destroy the bill.

Edit: legally doesn't this bill now have to restart and pass a 2/3 vote versus majority?

Not 100% sure but I do not think it has to reset. It remains passed in House with a majority since it was before 5/31 but does need a 3/5 vote (36 votes) in the Senate  if passed before end of year.  If the Senate amends and sends back to House, then it would need the 3/5 vote back there for concurrence.
