I have a reloader who will supply my shop and customers with .223ammo for $420 per 1,000...good or bad deal? He has 17 yrs experience...?

That is not a good deal at all.

Shooters sells R&R reloads for $28 and change per 100 rounds IIRC, so $280ish per 1000.
It's still possible to get cases of non reload stuff for what he wants to charge for 1000k of his stuff......

Black Hills 55gr Reman is about 40 per 100(midway). But that is a very well known maker of ammo with damn good quality control.

Uptodate ammo prices

I think walmart is at about $290/1k if you can find win white box in stock. That is for decent new ammo, but it's always sold out and the price will go up.

georgia arms is at $360/1k for reloads.

if this ammo is superior to match grade, then sure it is worth it. does he weigh each projectile, have identical brass(weight, type, and trim length) does he clean out the primer pockets?

You can get 55 fmj's from Wisc. Cart. Co. for $230/K.  I could see reselling for $300/K to sell, maybe $7.50/box of 20, or $6 per box for case price.
As to your reloader, depends what kind of ammo he's reloading, and what the market will eat.

At the gun show in Green Bay this spring, i picked up a 1000 rounds of 223 soft point from Wisconsin Cartridge company for like  $ 240.00 , included a 50 cal ammo can too.

I remember that guy. I sold his ammo when I had my own gunshop in Babcock, WI. I still have some of the inventory of 357 mags left.
