how do i get 4 hrs training?

hunters ed =4

You can only get up to 8 hours of credit.
You will still have to take the 8 hour course.

Yep you are going to do the 8 hour Illinois training regardless .
There only seems to be 1 way around it .
Become an instructor so lets add this up

NRA basic Pistol Prerequisite  8 hours -$100
NRA basic Pistol instructor      8 hours $175-$250
so you will have                       16 hours & $275 minimum
It will be cheaper just to take an 8 hour course . I know it not what you wanted to hear

I have a total of 20 hours, Utah and Florida certs for 4 hours each, hunter safety for 4 hours, NRA basic pistol for 8 and I have NRA pistol instructor. I understand that I have enough for the instructor certification, but wouldn't I still have to apply for and pay for a FCCL on top of the instructor certification?

Any way you slice it, you still have to have 8 hours of Illinois training.

And yes, you still have to pay the state fee

It's worth taking the full 8 hours whether you think you want to attend a 4 hour class or not.  If you have a good instructor, you will find the criminal law portion of the course beneficial.
