I have read the Fairfax County site about the process of applying for a permit.
It says you are required to show written proof of residency, util. bill, lease, etc.
I am staying with friends, so I don't have any of these. I do have a Va. DL, but this is not on the list of accepted proof.
I have seen a few sites on line stating that Fairfax county is over stepping it's authority on this. Can anyone here clear this up for me?

they are, but just know you will have to appeal the denial, because they will deny it,  to get your permit.

Yes you need something, is your current address match your D/L? If so, your landlord can write out a letter so indicating that you've lived here for X days or years.  Otherwise get one of the bills put in your name.

Do you have a cell phone bill? That could be transfered to your current address if it is not already.

You are not very likely to convince a judge that the county must accept your claim of residence with NO evidence.
They tend to like to see proof of things, and most of them are anti-gun anyway (the reason we now have a 'shall issue' law).

I have credit card bills, bank statements, car loan and other bills mailed to my current address, but nothing showing that I reside there,except for address.
My room mate can't tell his landlord about me, I'm not on the lease.
Would regular bills be proof enough?

A bill with your name on it and your current address shows you live there.

A voter registration card is fine.

Page 7 is the 'desired' documents.

Utility bill phone or cable
Current personal property tax receipt
Voter Registration card
Copy of a current lease
Notarized statement from owner of property you are leasing that you live there and how long you have been there
