I may be moving to Arkansas. I know the steps needed to apply for a CCL in the state. Pretty simple and straight forward. Does everyone who applies and isn't a criminal get approved or do they only give out limited licenses and whatnot?

Arkansas is a shall issue state. Pass the back ground check, and certification, and you are approved.

If you have a CCW/CHL, etc from your home state, move to Ark, you can turn in your CCW from your prev state and get a reduced rate on the Ark CCW. Miine took 50 days or so...
