So, I've got a couple 80% glock frames on their way.  Has anyone dealt with adding a pistol that you've built yourself to your "infringement" license?

Misread post, disregard.

I bought a couple of those Glock Polymer 80 frames.  Going to do the first one with all factory parts, G17.  I got the frame kits for $100 ea, and so far, it looks like getting the rest of the parts as a complete kit from vendors on ebay is $525 or so, and a 4 pack of factory 10rd mags is about $100.  I haven't looked locally for mags, but I'm thinking that price isn't far off, and if I can avoid paying sales tax, because FUAC, I'll do it.

So, serial number.  Do I need to scratch one into it?    Make and model?  Anything I want?  Ontario county is 2A friendly, and amendments have always been a matter of minutes.

You're kidding? You got a 80% glock on your pistol permit? How did you do that?

Sorry, I misread the post, correcting it now.

Looks like I need to talk to the county clerk and find out what I need to do.  I guess I won't do anything to the frame until I find out.

I was wondering the procedures also.  I figured NY would be a No-Go on 80%ers.
$100.00 is a great deal!  Dealer name please.

Something along those lines, but I'm limited by space on the frame.

So, went to talk to the Ontario county clerk today.  I got looked at like I had 8 eyes, and green tentacles.

"Who did you buy the gun from?"
"I didn't buy a gun, just parts.  I'll be making the gun myself from those parts."
"But we'll need a name and address where you bought the gun from."
"I guess we'll use my name and address."
"That doesn't make any sense."

Got an answer.

It'll be registered as a home made handgun.
Must have a serial number on it, that can be done by a registered NY gunsmith.
Then I can add it to my permit, and then I can finish the machining on the frame.

So, that doesn't seem too complicated.  Will go down to my friendly LGS and see if he can do the s/n for me.  Hopefully I can pick my own.

I have an email from the NYSP about this.

H Pistol Permit <[email protected]>
8/3/15

to me
Mr. Tyranid,
Yes, with handguns, whether or not you plan to keep or sell it, you have to register the serial number, caliber, action and manufacturer prior to the build. The serial number can be anything you want it to be.

If it were a long gun, you would only be required to put a serial number on it if you planned to sell it.

Lastly, if you are manufacturing this handgun for commercial sales, you would have to have the design approved by the Superintendent of the New York State Police prior to building it.

Please re-contact me if you have any further questions.

Lets say an individual holds a valid NYS Pistol Permit, could that individual person legally build\manufacturer a pistol and register it on his permit, this would not be for sale but for personal use, and of course be complaint with all Federal, State and local laws. If so, would you have to register a serial number, caliber, action and manufacturer prior to the build ? Just trying to settle an argument, I have no intentions of actually building anything.

I know that Federal Law lets you build your own long guns and handguns for personal use as long as you are complaint with the law, but this is after all New York State.

Ok, cool.  I'll do my own serial number on it, and bring the info to the clerk.  Sounds simple enough.  If it can be anything I want, then there's no need to bring the BATFEIEIO into this.

Serial Number FUAC1 is taken.  Let's see if we can get FUAC2 through FUAC1,000,000,000,000,000,000 used!
J/K

Seriously, how to you engrave serial number into the frame?

Set of metal stamps, electro-pencil, laser, one of those dot-matrix printers, chemical etch,  pretty much any way you want that permanently and legibly marks the metal with a unique number consisting of at least two letters and two numbers.... Years ago we had a special run of FAL receivers done: "FP1201" is a valid serial number.

Since this is only a NY requirement, not ATF, I'm going to just stamp it in the plastic.

Marks what metal?

Exactly.  No metal in this frame. I'll wing it. I doubt any non-arfcop would know the feds require metal.
