So I've been wanting to build an upper but have some questions. I live in AZ. But will be working in NY for about a year. How much of an upper can I build without getting into trouble, if any? And what about a short barrel for a pistol. I have no ars or lowers with me so all I would have is an upper, or three or four.

| So I've googled it I've read the stickies even the part where you Promised to be nice to the next 3 newbs with stupid questions. Everything I've seen is about firearms, but the upper isn't considered a firearm. And if I don't have a lower here than there is no intent to build that I can see, but local guys would know more than me, that's why I'm asking. |

Yeah, you can have any upper you want. You just can't ever put it on a lower in NY. It's really that simple.
If you want an upper to actually leave the house with, no threads, no flash hider, no comp, no brake, no forward vertical grip. And that featureless upper must sit on a lower that has no pistol grip. And your mags need to be 10 rounds or less. Alternatively, you can use a lower that has a permanently fixed, non-removable 10 round mag. Good luck with that, since the terms have yet to be defined in case law. Last option is to build a pump or side pull bolt action with no gas system. Welcome to NY. Land of the king and home of the oppressed. |
| Haha I'm sure those 3 questions have been all used up. I'm only going to do an upper I'm not going to buy a lower or put it on one. I'm just going to keeP it inside until I go home and can put it on a lower. I'm just looking to build some uppers while I'm here, and wonderIng what the laws are with that if it's not going on anything whIle it's here. |

And what about a short barrel for a pistol. With the pistol length barrel option, be extra careful that it isn't even in the same house as an AR lower. While NY does not have a constructive possession law, I do believe that the SBR rules (Federal, BATFE enforced) are constructive. That is, if you have the parts to build an SBR and you don't (a) have a stamped SBR lower, or (b) have a registered pistol lower, then you have an illegal SBR. |

So, what sort of work is bringing you behind the iron curtain? Uppers are no problem; what and how they attach to for a lower is......two years into this farce of a Law, and we're still not positive what's a go and a no-go. ![]() I'm a welder at a semiconductor in uP state around Saratoga. wasn't to happy about coming up here, but since I've been here it's been great just sucks there's such commie laws here. Making enough money to make it all worth it tho, be able to afford some more things for back at home. |

It's a little daunting the first time there, but follow the crowd. Can't tell you our tables yet, but we will be there, so stop on by! |

High speed is so badass, he hunts ducks with a Serbu shorty. I want a shorty! Go with us to Knob Creek in April and buy it there. (of course it'll have to be shipped to NY) but you'll get a much better deal right from the man who owns the Company. http://www.safetyharborfirearms.com/index.php/products/shotguns I've bought several "items" from Walter; ALWAYS treated us well! |
