OK, this might be a real stupid question, but why during the federal ban and our never ending ban are the only telescoping stock clones locked all the way out? why was there never a stock locked halfway out or all the way collapsed? was it an OAL issue? Or just another stupid cosmetic thing to make the weapon 'less lethal' and less dangerous to small children and puppies?

Because the ones you saw "locked all the way out" didn't really telescope at all.
You could/can by A2 "type" entry stocks that were short.  And you can have legally had a permanently collapsed stock, but unless you have really short arms they're pretty useless.
