most ranges usually hold classes on the laws. i'm on the western side of the state so i don't know what ranges out east would or do hold classes, a quick google search would probably yield good results.
but basically, you can't carry in schools, post offices, courthouses, federal property. there is some debate on the school thing because there is a line in the code that gives an exception for carrying for a lawful purpose. some say carrying for self defense is a lawful purpose, some say otherwise. i wouldn't risk it. bars and banks are ok. posted signs don't hold any real legal weight unless they know your carrying and ask you to leave, then it becomes criminal trespass if your do not leave. you do not have to tell a LEO in PA that you are carrying say you get pulled over for a traffic violation. if they ask then tell them, but you don't have to produce your CCP/LTCF/etc right away when pulled over. this may cause you to get disarmed/rights violated for no reason other than "officer safety" Open carry is legal without a PA license to carry firearms, but you need a PA LTCF to carry a loaded handgun in a vehicle. long guns cannot be carried in a vehicle loaded. ammo in a separate container. long guns are also to and from home to range, gun shop, another home, gunsmith, etc. so no riding around with an M4gery and 1k ammo all the time in the trunk in case you need it. more or less that's really it. i may have missed something but probably not. pafoa.org has alot of good info on the laws. just don't disagree on the forums with anything the majority says or you will be attacked, called a jack booted thug, etc. most of them feel like the govt. and all police are out to violate their rights and all that other tin foil junk. here is a link to a pdf file that covers pretty much everything as far as the laws go. http://paopencarry.org/pdfs/Pennsylvania_Gun_Rights.pdf |

Being that you are from NJ, how do you plan on carrying in PA? Floridia or Utah non-resident??? Works every time exactly |

PA LTCF = Pennsylvania License to Carry Firearms. it allows for legal loaded concealed carry of a pistol. they do issue non-resident LTCF. i think Centre County is the one most out of state people use. its worth looking into getting a PA non-res. very easy to get. no classes or anything. just a couple passport size photos and a background check plus whatever fees are involved. i don't remember the exact price.
PA accepts a lot of other states carry permit Florida and Utah are pretty easy to get. Utah needs an 8 or 10 hour class and fingerprinting and such. not sure about what Florida's entails. Philly is a 'city of the first class' which means more than a million people. which means even though PA is an Open carry state without a license, you need a License or permit to carry concealed or open. now other than in philly, if you don't have any sort of permit or license accepted by PA then you are limited to Open Carry with limitations. now, you can only carry open WHILE ON FOOT. that does not mean you can get in a car while open carry and it be ok. in a car = concealed. you cannot carry a loaded handgun in a vehicle without a license or permit accepted by PA. so technically you cannot keep a handgun and ammunition in your trunk and drive anywhere you want then get out and load up and go. without the proper permit or LTCF your transporting of handguns/longungs is limited to from home to range/gunshop/gunsmith/another private residence. does that make better sense? |
