My brother-in-law asked me a question regarding purchasing a pistol with a CPL and I honestly don't know the answer.  If you purchase a pistol from an FFL with a CPL, are you still required to take any paperwork such as your receipt to the LEO's where you reside.  I know that you don't need a purchase permit with a CPL, but is that it or is there still some type of requirement to notify local LEO after the purchase?  Couldn't find any info on the state government FAQ's  or Michigan Gun Owners forum.

With a CPL, the seller and buyer still need to fill out the registration form.  I think it's RI-60 or some crap like that.  Dealers should have carbon forms, or they can be downloaded from the MSP website as a PDF file.

so if the seller is a FFL and the form was filled out, does the FFL then do the normal registration? or does the buyer still have a requirement to take their copy of this document to local PD?

Yes, the only parts the CPL changes is the buyer is no longer required to go to the PD for a permit to purchase before they purchase a pistol, and if their CPL was issued after 2005, they not longer are required to call NICS (though some stores still do as company policy).

You can mail the MSP and Local Agency(PD) copies to their respective locations, however you can also take both to your Local Agency and they will send the MSP copy to the State.

Also, the pistol form for CPLs is RI-009 and can be found here.

5.  In Michigan, what is a License to Purchase and is one needed in every case where a pistol is acquired?



MCL 28.422  
A License to Purchase is a license required prior to acquisition of a
pistol by purchase or gift. The important part of the License to
Purchase is the affidavit signed by the purchaser swearing to their own
qualifications.  A License to Purchase is not needed for anyone with a
valid Michigan Concealed Pistol License, for firearms dealers purchasing
from wholesalers, or for relics, curios, antiques, etc., not made for
modern ammunition.  Someone with a valid Michigan Concealed Pistol
License must, however, complete a Pistol Sales Record when purchasing or
acquiring a pistol.




and there is a provision in the Brady Law for MI:



Persons holding firearm permits which qualify as  alternatives, per the
ATF, under the permanent provision of the Brady  Act are not required to
undergo a NICS check.




Michigan
Licenses to Purchase a Pistol qualify. Concealed Pistol
Licenses (CPLs) issued on or after November 22, 2005, qualify as an
alternative to a National Instant Criminal Background Check System
(NICS) check. CPLs issued prior to November 22, 2005 and Temporary
Concealed Pistol Licenses do not qualify as NICS alternative.

Yes, you will receive three copies, one is your own and two mush be dropped off at your PD's office.
