I've been looking at them, and of course the law is being shady on this.

They can accept standard AR uppers when you put in a special mag block on the upper. No changes to the Lower Receiver.

Legal?

As the gun sits in .308 format, it is perfectly legal. AR platform firearms in calibers other than 5.56/.223 are perfectly legal for now. If it is a 5.56/.223 it has to have a heavy barrel...
