Can a lawful owner of a pre-ban AR in Connecticut sell it to someone from let's say New York State with just a face to face transaction? Or do you have to go through a FFL Dealer? Thanks for your help.

ffl only

irregardless of ban status.

eta, u must ship to a ny ffl. the ny ffl can accept a gun from a non ffl, if he chooses not to u must use a ct ffl to ship said gun to the ny ffl.

100% correct

FTF can only occur between same-states residents. Out of state residents must utilize an FFL as stated.
