I was just told a story. Some teens were riding around at 1am in Hanover County. They stopped at a gas station for cigarettes. Turns out the station wasn't open. Well, a cop pulls up and starts checking id of everyone. They may have a curfew down there, I dont know. Turns out the female driver had been drinking, supposedly she was the only one who had been drinking. The cop gave every one a dui . They all had their license revoked, have to do community service, and have to attend some substance abuse classes. This story was told to me by the mother of one of the boys in the car. Does this sound legit ? Can they give a DUI to someone who is not even driving the car or not even drinking ? I think the mother isn't telling the whole story.

I'd wager you (or the mom for that matter) are not getting the whole story.  Even as DUI crazy as the laws in the Commonwealth are, you can't get a DUI for being a passenger.  I would guess the deputy found more booze in the car, charged them all with underage possession, and they are getting a deferred judgment, conditioned on the loss of license, ASAP, and community service.

This sounds like the most likely story.

I have seen two people in a car get a DUI, though

After they swapped seats.
