I want to buy the best electronic ear muffs out there . I don't care about price, I'm looking for the best quality made muffs that do the job.  What do you recommend ?

MSA Sordins hands down.  I've had Peltors and Leights, and the Sordins are much better IMO inasmuch as durability and sound quality.

Mine are the Sordin Supreme Pro-X, the one with the camo head band. Make sure you get the gell inserts as well. I got mine from SRS Tactical in Crystal River FL

Sordin Supreme Pro X with the gel inserts, like mentioned above.

The lower profile works better for multiple use.  These were some of the best money I have spent on shooting products to date.  I have two sets, thousands of hours of rangetime on the first, no issues.

Those only have a NRR of 18 . Is that enough ? Seems kinda low and my hearing sucks as it is .

For my use it is. It does a good job of lowering the loudness of gunfire and amplifies voices and other ambient noises. I guess if I needed more protection I could put in foam plugs or surefire plugs in addition but so far I haven't had the need. I especially love them because I attend alot of classes and these help me hear range commands better. If you have hearing damage I think that would be a plus.
