I know a couple FFLs that said they don't charge for it, but I know they included the $5 in the total for transfering.

The Fee charged by FDLE to the dealer is $5, it is not taxable. the service fee the dealer charges varies and that portion is taxable.

Why doesn't Florida use NICS?

Probably because the FDLE figured they could do it cheaper, or that it'd be better to keep the money in-state then to give it to the feds.

So they tax us instead of not charging a fee like other states.

5.00 is down from the 8.00 it was about 7/8 years ago
fdle is better then nics. pawn shops use nics because it is free
when you go to pick up your pawned gun but you are required
to use the fdle for a purchase. nics gave about 80% conditional
replies versus fdle witch was about 10%
plus 5.00 is better then NJ that charges 15.00 to use the free nics
check.
i transfered a firearm to my uncle 6 years ago.

NICS is used in Texas and I never had a problem with it.
