What would the business aspect be for someone who would do only FFL transfers? Don't sell guns, ammo , ect,. just base the business only on handling FFL transfers. Overhead would be minimal, all you would need is a storage area for guns being shipped in and out, since transfers would be the only function the record aspect would be manageable. Suggestions?
