I submitted paper work to my new PD about a month ago.  They made me turn in my old card.
I have been invited to go shooting on Sunday.  I won't be driving and my friend has all the proper legal paperwork.
Can I bring my rifle or is that illegal and I have to suck it up till I get my new card?

You're fine, you're not required to have your FPID on you when going to the range anyway.

Which would consist of his driver's license, as that's the only legal document he needs on him to drive with a car full of guns to the range.  2C:39-6f(3)(b) says the laws against unlawful possession do not apply to someone transporting any firearm directly to or from a target range.
