I am looking to purchase a 10/22 from my brother-in-law in the next week or so.  Both of us are PA residents, both of us well over 18, 21, heck even 30 for the matter.  He bought the 10/22 10-15 years ago, closer to 15 years ago.  My question is do we have to go through a FFL for this sale?  My understanding is we do not, but with the way laws change, I wondered what anyone else may know about it.  Thanks.

ETA:  Also, neither one of us lives or are are near Philly or Pittsburgh, if that would matter, because Philly likely has their own rules.

The answer is quite simply no, you no not need to go through an FFL.
Provided the transaction takes place IN PA.
