I would like to purchase an AR-15 for my father, the problem is he lives in downstate IL.........

Are there any exceptions for gifts between relatives or do we still have to have the rifle transfered through an FFL since I am in IA?

If it makes a difference he has a FOID card.

Hmm from my understanding if it was a sale it must be through a FFL.  Since you mentioned it was a gift I'm not sure.  Maybe someone will key in here with more info.  But if you need a transfer I know a great guy who does $20 transfers.

The AR must go through at least one FFL on your Dad's end.

Assuming dad has a FOID, buy it at a gun store near him, then he can pick it up.

Pay for 1 from a local shop and he can do the paperwork and pick it up after 24hrs.
Or you buy 1 for youself and store it at your Dads.  He can borrow it for use too.

This advice is your best two options.  You obviously have to find a shop near him, willing to order it; because sadly, not all ffls will transfer/order an ar-15.  If you get really lucky, you may find an ffl that will order the rifle from where you want it ordered from, and possibly get a better price.
