I would think that they would need to HELP you bend your flat as it they did the work they would be manufacturing a firearm. That would be fine if they were to keep it for themselves, but federal time if it went to someone else....like you.

The second you make your first bend on a flat is when it becomes a firearm. Whoever was responsible for that bend is essentially the manufacturer. any other work done on the receiver after that is essentially gunsmith work, and should not fall into the realm of manufacturing.

IANAL, but am confident that a jury will see it that way.

I wouldn't play with fire though...
