Currently its illegal to have a flash supreesor or threaded barrel on your post ban AR.... But dealer says he can take a post ban AR and fit a supressor on with a tapered pin arrangement and that would be legal.... Is this really legal?

No, the flash suppressor itself is illegal, regardless of whether it is permanently attached or not.

I'd cease asking that dealer for advice on what is legal and what is not. You will be the one who will do the jail time for listening to his advice.
