Thank you for bringing this important information to the forum. I sent off a letter of support and plan on being at the meeting as well. If you care about the shooting sports and range, please take the time to write and make it to the meeting if you can. Dave P sent an update regarding the situation. Dear Members, Thank you all for the outpouring of support. The letters and messages you’ve sent on behalf of the range have made a real impact. Tim and I had a very productive meeting with Franklin County Planning Director Pat Toth. We appreciated his time and felt the conversation was constructive. Both sides have some follow-up work to do this week, and we plan to reconnect with him again before the end of the week. One important takeaway: your letters are being forwarded directly to the Planning Commission—and they are working. If you haven’t written one yet, please take a few minutes to share a short note about the safety of the range and the positive economic impact it has on Franklin County. Every letter truly matters. Please send them to: [email protected] I’ve also attached a photo of the range showing the new walking trail marked out north of the property, along with the location of the new state-constructed bridge circled for reference. This helps illustrate the proximity and layout in question. Lastly, please mark your calendars for the public hearing on Thursday, May 15th at 6:30 PM at the Franklin County Annex Building in Ottawa. Your presence there will help reinforce just how much this range means to our community. Thank you again for standing with us. Thanks, Dave Powell C: 913-219-5312 Great Plains Guns Great Plains Precision Rifle Range |

Post Meeting update: 16 May 2025 Dear Members, Thank you for the incredible outpouring of support for the range—both through your emails and by showing up in person at last night’s Franklin County Planning Commission meeting. Your presence and voices made a meaningful impact. We’re pleased to share that the outcome was favorable. The Commission voted to allow the range to continue operating, with some pending updates to our Special Use Permit. These updates are not yet finalized. As part of the path forward, we voluntarily offered to have a certified ballistic engineer review the range’s layout, berm sizes, and orientation. Based on the results of that professional review, the Commission voted to continue the discussion in 60 days. At that time, we’ll reconvene to review the engineer’s findings and finalize any adjustments to the permit. For now, there is no change to our range operations. We will communicate any changes once they are clearly defined and approved in coordination with the Planning Commission. There was a tremendous show of support at the meeting—both in attendance and in heartfelt comments from the shooting community. Tim and I are humbled and extremely grateful for your continued support and belief in what we’ve built here together. We’ll keep you informed every step of the way. Thanks, Dave Powell |

Our request will be submitted at the County Planning Commission meeting on Thursday, July 17. No member support is needed for this meeting—just a routine step. We’ll keep you posted as things progress. At this time we plan to meet again with the County on August 21st to review the updated Engineering design. Thanks again for your continued support!" |

Update 8/22/2025 The followup meeting for the initial revocation/modification took place as of 6:30p the 21st. Although there wasn't as much of a gathering there, some support was still attending. The GPP owners presented some data from the forensic engineer, as well as continued vetting questions from the commission panel. As of 12:30a the 22nd, I have yet to verify a response from either the local commission or GPP. From my own personal viewpoint, there is some room for concern, but I'll bring those up with GPP themselves. I will continue to have faith that this range stays open, I truly believe it to be exactly what KC metro deserves. |

Well that sucks. I joined last weekend and just read an email they are temporarily closed pending an engineered plan and approval. I’m not sure how I feel about the whole thing. I was led to believe they might be looking at restricting the shooting hours, not a shutdown. |

Last I talked to Tim, a few weeks back, he was fairly confident and prepared to be said and done with the county. He also mentioned some Kansas laws regarding the county/range relationship, I tried to find state docs but I couldn't nail down specific literature. All in all, I'm very disappointed that I was personally told that this commission meeting would be the final bump in the road and we'd be passed this. I joined in the beginning of August, I've been out there only once, but we were already planning multiple future trips. I hate to say it, but I'm not surprised it came down to a temporary close. With the lack of electronic gating and unlimited guest policy alone, that's already room for disaster. Best I can do is hope we don't have to wait until after the new year before the range is usable again. If that's the case, I don't think I'll be renewing. |
|
I was told they are hoping for December but they don’t know. I want to ask for my money back, frankly. 4 days after I join and pay is a hard pill to swallow. They did state they would extend the membership by how ever many moneys they are closed. Really though, I just want to shoot. Bummed is a good describer to how I feel. |

Oh yeah, 4 days young, at that point I'd argue that your membership essentially shouldn't even count until they reopen. Both Tim and Dave seem fairly reasonable to work with, it might be worth asking. I understand regardless, I joined SPECIFICALLY to start getting into PRS type shooting. I don't know if you've checked the site calendar, but allegedly they're slated closed from Oct 16th until November 1st, so I'm hopeful it'll only be that long? I'm standing by until they need the labor to move everything around |

Aside from a vague email sent in Oct/Nov, I haven't heard anything else. I did look up the agenda minutes of Oct 15th to get a full breakdown, try to put together some pieces. I can link it if y'all want some morning coffee reading. |

I'm a member out at GPG and I've also talked and shot with Tim and Dave a lot. There is a lot of stuff going on behind the scenes (legal, FOIA'ble requests and info) and frankly, Franklin County Kansas is in the wrong here, moving the goalpost like usual, and basically being a detriment to that place. Tim is a very reasonable dude, if you purchased a membership, talk to him or Dave. Last I heard was memberships were paused whenever they were bought. So if you bought one 4 days before they shut down, you still have the year, it starts back up when they open. This isn't ideal, and frankly theres a lot of dirty shit going on, and I'm convinced someone at KDWPT and Franklin county are involved in some illegal shit here that is going to end up biting them in the ass whenever the truth gets out. |

| Been a member Gp for a bit, mostly been a lurker on this forum. Growing up in the area I don’t doubt Franklin county is involved in some tomfoolery. I’ve worked/been at other ranges in the area, personally I’ll continue to support the range due to it being the best in KC area. |
|
That’s very unfortunate to hear. I don’t know of any other outdoor range in the KC area that allows full auto firearms. LimaSix indoors will not be that fun. |

Kansas Courts Change the search type to Business Name and type in Great Plains Precision. TLDR, there's a court hearing - no appearance on April 7th. |

Now, while they are still in shut down mode due to court proceedings, they are asking people to keep paying their dues. Am I getting this correctly? |

Yes. No use of the range. No information from Tim. No answering of phone messages or emails. No information on the website. Dave seems to be out of the range completely. A lot of people in my opinion, are owed money for loss of use. |

I haven’t gotten that email yet. Wonder how many have. There sure aren’t many people engaging in these conversations. Checked spam and any other folder it might have went to. I also am very reluctant to send in any renewal payment, with the lack of transparency on any information. By my calculation I’m owed 8 months lost use credit. It’s really unfortunate the turn of events with the range. It was a great place to shoot. |

Also did not get an email, but I would not be shocked if their billing and contact records are not all jacked up. It always took me multiple communications with Amanda once she took over the email account to straighten out info, and some emails were never returned. So I am sure Tim is operating with what he has available. One of the main reasons i did not renew while the county's hearings were pending, Hopefully it reopens. |
|
Yeah. Many of us are owed up to a year of lost use credit, and also received renewal notices. No answers from the phone number or email address. Dave has stated that he is out of the range ownership. Tim is giving no updates on anything. No one seems to know anything, or is keeping it to themselves. Don’t know if a class action is worth pursuing to get information. It was a really great range to shoot at. |

As of today, there's a bench trial slated for Tuesday, November 11th at 1p. General concensus on the web shows that closing arguments as well as a verdict are typically achieved same day, of course that will remain to be seen. I'm continuing to hold (waning) optimism, but regardless of the verdict come November, I'm sure there the chain reactions from all parties involved will be.. intense. |

Can you tell if the range's LLC is seeking damages for lost revenue? |

Unfortunately, my only source of any info is from the Kansas case search database, and I haven't seen any sort of countersuits filed at present. I'm hardly familiar with legal proceedings, so I can't say for certain if/when they'll try to seek damages. I'll keep an eye out between now and November. Edit: to quote Willie's reply |

| I forgot about this, but googling around I found another possible legal caveat: the range's business license was forfeit back in July. Not like we need to stew more about what we DON'T know, but it does make you consider what the repercussions will be for either verdict. |

I am not a Kansas guy, I am however fairly familiar with Missouri law. If the registered agent for the LLC was dude who is now no longer a part of the range, the LLC was probably moved to a new registered agent, who might be using a DBA name change. The shooting range beared the same, or similar, name of the gun store..... he..... they.... who knows, owned in the town just north of there. So, they might be trying to separate the two entities further. |

There have been no refunds to my knowledge. I had received a renewal notice also. I tried calling the number on the renewal email, sent a message to the listed email, with no response. I had inquired about the range to Amanda last year and her response was that Dave was out of the range and Tim had changed his contact information. They were sorry but couldn’t offer any more information. I get that there was a lot of pressure with the fight with Franklin County. But ghosting the members and posting no information at all is a pretty shitty way of dealing with it. Let alone sending renewal notices. |
