I agree, the sailing of hats between KS and IL is strickly prohibited when done loudly. You are only allowed to sail under wind power, no kicker motors can be used, and even then only if the brim of the hat is flipped up. Sorry and your welcome

Yes, you can do a private face to face sale, both parties should get a  copy of each others FOID card and you must observe the 24 hour wait for longarms and the 72 hour wait for handguns.  You should write down the serial number, description, and date of the sale on the photocopies of the FOID, or make up a bill of sale that you both keep a copy of.

there are no restrictions sellng or buying gun hats.....not yet

now the gun , it depends, what kind of gun?? is it full auto?? does he/she have FOID card?? is he a felon?? in what county does he/she recide in??
if your looking for yes or no...these  ???'s,  need to be answered 1st, before giving correct information.

Isn't a "gun hat' considered an AOW ?  I think we can own these in this state (although I've yet to hear of someone doing that successfully) so you are good to go if you can get your LEO to sign off on it...I think. And if its a handgun, yes, you do need an FFL,  long gun, no...just a waiting period.  Then there is the whole how to store it/transfer it....hat box?  folded in a glove  compartment?  If you wear it on your head, is it really concealed carry...open carry?  With or without a strap on it?  Just a lot of questions, I'll have to ask my local haberdashery if they have any input....   Personally, I hope its stainless steel so your sweat wouldn't cause it to rust.  There's nothing worse than sweat rust on a concealed carry piece....

Hey, OP, don't take it personally.  On my part, I apologize if I did offend.  Seriously, though, if its in-state, you both need VALID FOIDS, exchange info, 72 hrs wait on Handguns before posession, 24 hrs wait on long guns, and of course, be eligible to own a firearm (no felons, etc. etc.).  If it is a surrounding state, you may purchase a LONG GUN ONLY, but they still require a 24 hr waiting period.  Out of state HANDGUN purchases require you to use an FFL in Illinois to receive the HG, 72 hour wait and all the other crap that goes along with this.   Hope this is helpful to you, and again, my apologies for using your post to further my rather short-lived comedy career.  We're all in this together in IL against all the BS we have to deal with here, so let's just have a little fun and move on...

Those aren't ALL the rules, just a section of the code.  The previous link begs to differ that there IS a required waiting period even in private sales.  How can you prove it?  Most likely you will never have to do it, but the law is the law...how much risk can you accept?

WRONG!!!

You are confusing a couple different laws here.


ALL(read that again... ALL) PRIVATE interstate firearm purchases or transfers MUST go through an FFL in the buyer's state of residence!!

A buyer may buy a firearm from a private owner without the use of an FFL only if both buyer and seller are residents of the same state.

A buyer who is a resident of Illinois can buy a handgun or long gun from an FFL in Illinois, and can additionally buy a long gun from any FFL in Iowa, Missouri, Indiana, Wisconsin or Kentucky only.

All Illinois resident buyers must wait the mandated 72 hours for handgun or 24 hours for long gun before taking possession of the firearm, whether buying from a private owner or FFL.


For the OP... if you and the buyer are residents of different states and he's buying a firearm from you, he must inform you of which FFL in Illinois he will be using for the transfer, as it must go through an FFL in IL. Basically you'll ship it to his FFL, who will in turn fill out the required paperwork and get it transferred to your buddy.
