I have a buddy thats thinking about getting a pistol but was wondering if he moves  back to New York state, not city, can he just bring it or does he need a permit.

Needs a permit before he can bring it in. Or he can have it shipped to a friendly FFL who will hold it pending his permit. WHY THE FUCK WOULD HE MOVE HERE!

He will also need to submit it to the NYS balistics database, as well as any spare barrels.

I thought that was only for "new" guns. I've gotten several pistols over the past few years that I purchased from other dealers out of state and had them sent through my guy here. No ballistics BS for them because they were "used" guns.

better check federal law, you cant transport a pistol across state lines unless lgeal to posses where your going, NY doesnt recognise any other states permit so you cant bring it here unless you are going to a sanctioned match and have proof of entry and its securely locked in the trunk, etc. If he is moving here the pistol will have to be shipped to an FFL who can hold it till he gets his permit, how long? who knows, it varies by county and even the easiest like Allegany where I live can take up to 3 months.

So, before he crosses the state line with that piece and ends up with a headache over it, have him check out BATFe's web site on transporting handguns across state line and have him contact the county where he will be living and see what theyre requirements for a permit are as that can also vary greatly from one county to the next.

NY really isnt a bad state but some parts are better than others, here in the southern tier its very rural and gun friendly, I got stopped at a road block once about 7 years ago, local PD, state cops and local sherrifs were looking for an escaped convict, I had an FAL sitting butt down on the passenger floor of my Dakota and leaning against the front of the seat (you would have had to been blind to miss it in broad daylight), they never blinked and eye, thanked em for stopping and said have a nice day! I bet if that had happened down near NYC or Albany my rear would have been in the pokey or at least a lot of harrasement (warranted or not). I hope he's moving down this way, PA is 15 minutes away and you can get an out of state pistol permit to carry there for $25, makes it nice if you have a NYS permit and can wander at will into PA.
