Actually, according to that video, you CAN get the citation book. All you have to do is attend a course. And apparently, it ain't too hard to pass...

I helped put together and taught that course at our agency to a few civilian volunteers. The state law allows civilians to issue handicap parking violations only if they attend a class put on by a police agency.

When we do it, the civilian has no contact at all with the violator for safety and for just such things happening. They take a photo of the vehicle in the parking space, issue the citation and then submit it to the municipal court. The court then sends the citation/subpoena to the registered owner.

follow the money,,,if he is hasseling the people who shop at the mall that PAYS HIM, that should be reason enough to cut his wanna be but loose, after a few complaints.
I guess next he'll get a job at an indoor range, bustin people for holding ther weapons in a threatening manner!
