Am I right about this?
I am having some issues with my outside unit not running. I am not getting the 24 volts across the coil to pull the contactor down. When I tap on the defrost board everything fires up and runs like a champ for the next 10-16 hours with out issue and hols the house temp at 74 with outside Temps in excess of 94 degs. Nothing freezes up or acts out of place. I have also been able to get it back up online by cutting breaker off for a min or so and resetting. After 5 min's or so everything fires back up and runs like a champ. The only time it is cutting out is during heat of the day. I am suspecting bad defrost board.  Is there anything else that would cause this condition?  Any suggestions would be great.

Seems reasonable.  I had to replace the defrost board on the old system I had at the time.  Your symptoms sound familiar but I don't remember exactly what mine was doing.

Make sure you have 24 volts coming from the tstat. Check the yellow wire ( possibly blue) from the tstat to ground also check the red wire from the tstat to ground (it should have constant 24 volts).

do you have a deal with GA power or Sawnee EMC where they hooked up a box to your AC unit where they can shut it off?  Could just be coincidence in timing of tapping on the defrost board.  They also usually have a 5 min delay built into them if power is lost.
