Does anyone know what the Doyle tax amounts to on transferring a handgun through an FFL?  I bought an XD9 about a year ago and I think I only paid $20 total, but my FFL informed me that the total fee is now $40.  I'm not sure if they raised their rates or if that was a result of the latest tax increases.

The state handgun background check fee is $13. Anything above and beyond is what the/your dealer charges to do the transfer, paperwork, phonecalls, and pay the bills.

Mine only charges the state fee. I would not do business with anyone who charges above and beyond what the state charges.

if he's not making any money on it.... then he's actually at a loss factoring in time, phone calls, etc... or am i missing something?

I have never payed more than what the state charges. I don't know what the FFLs I work with usually charge people but I buy enough guns that they never charge me anything extra.

When I buy a gun from my FFL he only charges the state fee, but when I have him transfer one for me he charges 25.00 plus state fees. If I buy from his inventory he makes his profit there not on the call in.

Same here.

If you buy a gun from me you pay the $13 or I just include it in the price. For handguns of course. If you buy a long gun from me there is no charge.

If you do a transfer through me then handgun is $35 and long gun is $20.

Yup, I believe my FFL does the same.  He is starting to carry more inventory, so I'm sure that's why he increased his transfer fee if you order from a place like Buds.

The handgun fee was eight bucks a year ago.  Now it's $13.00.

Keep in mind that a FFL can NOT legally transfer a handgun to a non-licensee without a lock.  If you order a handgun and it doesn't come with a lock, your FFL has to provide one.  I've seen lock fees up to $20.00 additional.  (FWIW, I ask five bucks just to cover my costs.)

I agree. I will charge for a lock if I have to. I went to my sherrif's dept and they gave me fist fulls for free. If I get them free so do my customers. If I pay they pay.

The FFL only has to make them available.  They are only required to "provide" them.  (Make available)
They are not required to force the customer to take one at the customers' expense.  
Gander mountain will offer you one, but you can waive it and take a gun cleaning mat instead.

I am certain that many FFLs will disagree with this interpretation and will force their customers to pay for a lock each and every time in order to be "safe" in an effort to "cover their asses".  I can tell you for a fact that many others will not and do not.

I thought you meant he did transfers for cost in addition to inventory sales.

Until my ATF compliance agent reverses his position and tells me otherwise and/or somebody with proof of funds is willing to cover any and all of my legal expenses, all post-1898 handguns going to non-licensees transfer with a lock.

I provide a lock for handgun transfer, but have a box by the door and tell the customer if they don't need/want one to feel free to donate it back and throw it in the box. For handguns I also include the required printed notice refering to leaving handgun within reach of children.
I charge a flat fee of $25 for rifle or handgun (if just transfered thru me) and the State $13 (non-taxed) for handgun.

Unrelated to the handgun fee, but I went to my local FFL to pick up my Aero Precision lower and they are now charging $25.  First it was $10, then $20, now $25.  I wouldn't be surprised if they bump it up again the next time I go in.  I also asked about purchasing a 3 pack of lowers, and they would charge the fee per lower :(  I don't blame them for all of this, but I now need to consider another place to go if I order anything else.
