| I recently sold a complete AR upper (receiver, barrel, flash hider, BCG, Charging handle) on gunbroker to a fellow from VA. Is it legal for me to ship this to him in your state? |

Yup a lower can be mailed straight to a buyer, it has no serial number on it. I think you mean an upper can be mailed due to no s/n....right? |
