Guys I have been asked and agreed to help a friend  build an AR 15  . we have  a LRB lower , a DPMS lower parts kit and a Magpul butt stock .
I know WOO BOY a whole lot to go with .
I am looking for not cheap but rather inexpensive complete upper with a 1/9 twist , 16" barrel
please advise

PSA's new Freedom line might fit your bill.  Also, the melonite PTAC uppers are supposed to be pretty good if you can find one.

I got my 16" mid length with and MI rail from PSA.  S/H time was a bitnlengthy, but spent under $400, and I'm happy with it.

Bravo Co has been including BCGs with uppers lately for the mid-$400 range. Add handguard of choice. I just got a PSA "Freedom" mid and for $230 plus a hundred for a BCG its a great upper. Not fancy but very functional.
