so if im reading this right, there were more than 980,000 firearms processed, but only 72,000 forms?  so thats 13.6 firearms per form?  damn

All LEO and Military NFA items would be included in the first number would be my guess, but they don't do individual forms on those.

I'm almost positive .mil weapons are not on the registry. I have seen LE Form 5's with an entire case of DD's on it (24), which may account for some of the differences if these numbers include DDs, but I have never seen a Form 5 with more than one MG on it.

I'm sure this includes dealer transfers.  Like having 2 6921s come into state on 1 dealer transfer.   I'm thinking thats why the # are diff.

You are correct –– about 85% of the U.S. military's NFA are not in the Registry. (The remaining, registered 15% are items which were already built, registered and in the manufacturer's inventory for potential LE sales when .mil placed the order –– this has happened more frequently in recent years,  to fill rush orders for military needs in Iraq, Afghanistan, etc.

The other change in recent years is "bulk" Form 2s and Form 5's for LE orders. Usta be just DDs, but now they are good for everything –– I've seen single Form 5's that list 20 MGs (they use an attached sheet). Same is true for LE suppressor purchases. As long as they are identical items coming from the same source and going to the same agency, ATF actually prefers a single form –– it cuts down on paperwork for both ATF and the LE agency.

Edited to add: This also explains why last year, for the first time, the number of items has gone down while the number of forms has gone up: LE has greatly cut back on equipment purchases due to tax revenues falling, which means far fewer "bulk" Form 5's. OTOH, the civilian demand for NFA items keeps rising, and those are one-form-per-item.

Nope. The final column is the projected total for the year, based on an estimate made on 7-14-09. It is not the number processed in the first six months. The number of firearms is expected for the first time to fall after years of annual increases.

One final thing to remember when looking at those numbers:

NFA Branch has the same number of examiners today as they did in 2005. Notice the workload has more than doubled. And that explains why turnaround times on applications has lengthened dramatically in the last year or two.

I did a form 5 last year with 53 MGs on it. You attach a list to the form and it flys right through.

I can't confirm or deny the receipt of 53 beautiful COLT A1s new in the  box made in 1976 to a north central FL Sheriff's Office  . Nor will I discuss the transformation of these beautiful pieces of history to their current configuration although more useful but not nearly as cool.
