Anyone know what the state laws are concerning operating a private firing range in a basement? The actual range will extend outside the basement underground for about 50 yards and end in a backstop made of ground rubber.

If you are outside city limits, you can do whatever the hell you want.  

Personally, I'd set mine up so I could sit on the toilet and use the wash sink as my benchrest.

If you're insde city limits, you'de have to get a permit to discharge a firearm within a residential area.

Lucky for me that I'm about a block outside the city limits. Hopefully they never expand around me, or maybe I could get grandfathered in.

As long as it is all underground and soundproof who's to know?  In all seriousness though, I'm sure if you are in the city limits you would run into some problems with approval.  Unless it is a smaller town and they might be cool with it.  I am completely ignorant of this though so who knows?
I'd be curious to know just in case.

I long for the day I will own a country home and can have my own range where I can shoot out my window in the winter, and maybe make it large enough to make it public or a club, and get my ffl and get into smithing.  Then I could have IDPA and USPSA matches in my own backyard and make money doing what I love. That would be as close to nirvana as I could get.

Disregard the whole city limits thing.

If you are 200yds or more from the nearest building/dwelling/feedlot I think you could pretty much do what you want.
