But local NY governments CAN make stricter LONG gun laws unfortunately...that is how the city of Rochester and a few others have AWBs stricter than NY (or at least before SAFE)... |

Legality doesn't only mean criminal liability, there is a whole second set of books in this state. Rules of conduct enforced by not just a governmental authority but in some places, rules made up and then enforced entirely by the police...legislating from behind the gun is precisely what it is. |
