Backstory is; I'm deployed in Iraq right now and I'm ordering parts and shiping them home for a rifle build. I had heard that If my Dad gave a gun store my info for the background check and, for me to pick up when I get back. Can he do that? Can he order it as a present/gift for me when I get home?
Also, anyone know about transporting a rifle with ammo to Texas (legal issues)? |

However, your dad can buy a lower in his own name/NICS check and then gift it to you later. ETA: OK, I read your question again. I think I see what you're getting at. You want to be able to walk into a store and buy/pick-up a lower when you get back. I thought you wanted your dad to pick it up in your name. (That he cannot do.) The person receiving the gun must fill out the form. If he/she is unable to write, another person can fill out the form, but it requires two signed witnesses. A 4473 form is only good for 30 days. It needs to be filled out at the time of transfer. If for some reason the gun is transferred on a different day than when the form is started (NICS delay, gunsmithing delay, customer request, etc.), there's a place on the form for a re-signature. Again, it has to happen within 30 days. It only takes a few minutes to fill out a 4473 and call in a NICS check. What's the big deal? Do it when you get there. If you're worried that they won't have the stripped lower in stock at the time you need it, you could have your dad ask if they would order one in (maybe even pre-pay for it) so that it's in stock. (I would have no problem if your dad wanted pay for a lower and have me put it on a shelf for you.) But, you still need to be there the fill out the paperwork . . . unless your dad buys it for his own use and "gifts" it to you, that is . . . ETA2: Remember, only rifles and shotguns may be sold to an out-of-state resident. Stripped lowers are not rifles or shotguns. You mentioned Texas. Where is your residency? |

Residency is MO, just stationed in Texas. Also it is a Remigton 700 aac-sd not a striped lower, forgot to clearify. I'm putting a muzzlebreak on it, not a supressor if that helps out also. |

Oh, so you're having an entire rifle shipped. Sorry, I misunderstood what you were doing. No big deal. Buy the gun online. Have it shipped to a dealer who's willing to hold it for you until you get there to pick it up. What part of Missouri is home? If you're in mid-Missouri, I could handle the transfer for you. |

I found a transfer dealer off of Gunbroker's FFL finder http://www.gunbroker.com/FFL/DealerNetwork.aspx that would hold on to guns I bought and shipped to him till I returned from Iraq.
Email a couple FFL's near your zip code, tell that you are in Iraq and would like a gun that you ordered online held for you. Ask them what their transfer fee is and if they have a storage fee. My dealer in Ava MO had no problem holding them for me while I was in Iraq and his transfer fee was $20 per 4473 form (meaning I could pickup multiple guns on 1 form) all for $20. He doesn't charge a storage fee either. |
