Well, the "Ban" part of the bill, according to GOAL, is dead.  The reform part of the bill stands, however, the state's version of the federal AW ban of 1994 stays in effect.

Here's what GOAL says the bill accomplished:

The reform bill, which will now go to the House for a vote, would make the following reforms:

·        Change the size of an FID card and license to the more manageable size of a driver’s license;

·        Add a 90 day grace period after the renewal date for both licenses and cards;

·        Require police to give a receipt for confiscated firearms;

·        Extend the license and card terms to six years;

·        Create a 7-person board to review the cases of persons denied licenses and cards due to old misdemeanor convictions.

Despite what you may have heard, there are no changes in the law with regard to possession or sale of certain semi-automatic guns. The senate did vote to link our state law with the federal language more closely. However, they did not repeal our state’s existing language which affects possession or sale of so-called “assault weapons.”  There is no net change in our state law. With a Class A or Class B license, Massachusetts residents may continue to buy and sell what are known as “pre-ban” guns.

The License Review Board was a big step forward. We have all heard the stories of people who have been denied renewals of licenses or cards they had peacefully had for years. Legislators had heard those stories too, but many were frightened by the term “violent crime.” The legislature decided that rather than changing the law to apply to all, they would rather these cases be reviewed individually. The new board will review the cases of people denied a license or card because of a misdemeanor conviction, and vote on whether to restore that person’s right to apply for a license or card.

I wonder if this will mean that once the Federal ban sunsets, all those pre-1994 AW's that people in other states will be selling off at bargain prices, can be shpped to a MA FFL and re-sold here?

I've come up with the ultimate solution to understanding MA guns laws.....Move away from here.  Hope to put this solution into action ASAP.

I talked wth someone at GOAL today and they confirmed that  pre-Sept 94 AW's can be shipped here by out of state sellers and re-sold through an FFL.

I wouldn't expect that much of a mark-up at first; for at least a few months anyways, there'll be a glut of pre-ban investors looking to dump ther safe queens and shooters looking to dump ther used pre-bans for something newer.

If you have a good relationship with your local FFL, make the purchase yourself through Gunsamerica.com, Gunbroker.com or the EE board here and just pay the FFL transfer fee (usually $20.00 -$40.00).

BTW, S 2282 has been assigned a new number: S 2367
