Do any of you Philadelphia lawyers have a opinion on these mag rebuild kits I don't see anything in the law about them. I legitimately have a couple 20 round pmags that don't feed right and some 30 round metal mags that are all worn out and could use a rebuild.

Technically laws are written to prohibit things.  What is not written is legal, because it is not "against the law"

No, you can order the complete magazine so it would be silly to pay the extra fee for the exact same parts just in unassembled form.

Just because you elect to change what you call something doesn't mean that the conduct you are describing doesn't still fall within the law you are trying to circumvent.  A good, though maybe not universal, indication of the fact that you are screwing yourself is that you end up completely frustrating the purpose and intent of the law at issue.





The magazine rebuild kit issue was a creative workaround sanctioned by a somewhat random ATF ruling under the federal ban and later adopted by some states and not others.  The convention in New York has been that as far as the purchase of new magazines is concerned, the magazine body IS the magazine.  Relying on the rebuild kit thing offers you very little protection IMHO.

There are places that will send mags kits to 50 state with a letter stating these are rebuild kits.
