I think it's a C&R gun.

It is definetely C&R. It was made 1923-1930. Does the C&R status make it CA legal?

It's legal.

Effective January 1, 2001, no handgun may be manufactured within California, imported into California for sale, lent, given, kept for sale, or offered/exposed for sale unless that handgun model has passed firing, safety, and drop tests and is certified for sale in California by the Department of Justice. Private party transfers, curio/relic handguns, certain single-action revolvers, and pawn/consignment returns are exempt from this requirement.

C&R pistols are exempt from the unsafe handgun boondoggle. Unless of course it somehow is classified as an assault weapon. Or unless you have one with the capacity to accept 20 or 40 round magazines.
 It's a sweet gun! Kinda fun to shoot too.

My kids would get a kick out of one as Han Solo's pistol was fashioned from one.  I've fleetingly thought of just getting a cheap airsoft one.

It's also has a fixed mag well, so as a new gun it would also be legal.

AR pistols with fixed mags are legal.
