To expand another question at hand - can a Virginia resident buy/sell a long gun from/to a resident of an adjoining State, say N.C. or W.V., without running the transaction through a FFL?

No, you must do the sale through an FFL. You can do the transfer at an FFL here in VA, but it still must go through the FFL.
