So I'm trying to get my Form 1 signed off on, but am trying to reach a CLEO, so this is a general advice question. I also am aware Multnomah tends to be a bit more difficult than other counties.

I keep getting re-directed to the CHL office even though I'm clearly asking for a sheriff to review and sign my NFA paperwork.

What's the best tact/advice for getting this signed off on?

Call the Sheriff's Office (the office on Hawthorne) and ask to speak to Catherine Moyer.  She's the executive assistant to the sheriff.  She knows what these forms are and how to deal with them.

I moved out of Multnomah County last summer, so this information is a little old.  But I'm pretty sure Catherine Moyer is still there and is now working for Sheriff Skipper.

I've mailed the forms and hand delivered them, either way seems to work.  Include a short cover letter explaining your request.  Wait about a week, and then call and ask for Catherine Moyer to get an update.

Do I need to include a photo of myself when the paperwork is submitted to the Sheriff or only when it goes to the ATF?

I'm not sure, but I did.  You don't need to provide the sheriff with fingerprint cards.

I'll still need to go in to get my finger print cards for the Form 1.

Big thanks to Gendaito, got my paperwork sent off to the Multnomah Sheriff today.

And the local PD was nice enough to pencil me in for my finger print cards.  Awesome.
